The author argues that external constraints rather than risk preferences are the primary reason behind the observed under-investment in crop technologies. Specifically, the paper argues that it is the inability of resource-poor farmers to diffuse risk to third parties due to the unavailability of crop insurance and limited access to credit which engenders risk averse behaviour.
